Conclusion:
Upload: The peak upload speed of the dedicated line is close to the advertised bandwidth (advertised 20M, actual peak over 18M), while the 100M line upload speed is 6.2M (roughly 10M theoretically).
Download: The upload speed of the dedicated line is about 3 times that of the 100M fiber; its download speed is about 60% of the 100M fiber.
